As Secretary of Homeland Security under President Obama, Napolitano oversaw the maturation of a relatively new department that was often the focus of national debate. Now one decade older, the debate has only intensified as a new president has tested the bounds of the agency, emboldening its Immigration and Customs Enforcement division and challenging the Deferred Action for Childhood Arrivals program that Napolitano put into place.
